The Luis Muñoz-Marín Medal established herein shall be granted by the Legislature of Puerto Rico during the month of February of each year to civic institutions or to private citizens that have been outstanding in the implementation of social justice programs or activities or that have made a meritorious contribution in benefit of communities or persons of social disadvantage.
