The Joint Committee on Internships, Medals and Awards of the Legislature shall receive nominations and recommendations on the citizens or institutions which deserve to receive this distinction. The selected candidate shall be chosen from among the persons recommended by citizens, public or private entities or by the Joint Committee itself.
