When the Committee, deems it necessary and convenient, [it] may agree that special subcommittees, whose members shall be designated by the Co-Chairpersons of the Committee or officials, employees or advisers of the Committee may travel outside of Puerto Rico to study the legal systems and legislation in effect in other jurisdictions, as well as the experience they have derived, and the new doctrinal trends.
