§ 1-2-4

The department of transportation is authorized to make contracts on behalf of the state in relation to the development, operation, and maintenance of a state airport or landing field and to grade the grounds and put them into suitable condition for use as a landing field and to provide any facilities and accommodations that it may deem necessary.
