(a) The general assembly shall annually appropriate any sum as it may deem necessary for the maintenance and support of the Rhode Island College. (b) The state controller is authorized and directed to draw his or her orders upon the general treasurer for the payment of the sum upon receipt by the controller of vouchers approved by the board of governors for higher education.
