The actual construction of the work shall be the responsibility of the owner or the contractor designated as his or her agent and who shall: (1) Perform all work in accordance with the construction documents on file with the building official. (2) Perform specified work in a safe and satisfactory manner and in accordance with all applicable local, state, and federal statutes and regulations. (3) Upon completion of the construction, shall certify to the best of his or her knowledge and belief that the work has been done in substantial accord with subdivisions (1) and (2) above and with all pertinent deviations.
