The director shall have the power and authority to: (1) Take assignments of wage claims and rights of action for penalties as provided by §§ 28-14-17 and 28-14-19 without being bound by any of the technical rules with reference to the validity of the assignments; (2) Prosecute actions for the collection of the claims of persons who, in the judgment of the director, have claims which are valid and enforceable in the courts; and (3) Join various claimants in one preferred claim or lien, and in case of suit to join them in one cause of action.
