Notwithstanding any provisions of the general or public laws to the contrary, the administrator of the division of motor vehicles may extend the expiration date of any permit, license, registration, certificate, placard, or other privilege issued by the division of motor vehicles for a period of up to ninety (90) days when the administrator’s ability to properly perform their duties is prevented, hindered, impaired, or otherwise delayed by: (1) Any upgrade, replacement, or modification of existing technology systems that requires significant time for implementation; (2) A disaster, as defined in § 30-15-3, that has occurred, or the occurrence of which, or the threat thereof, is imminent; or (3) The occurrence of any other similar event that warrants such extension.
