The administrator of the division of motor vehicles is authorized and directed to issue a special registration plate for the motor vehicle of the former police chief of the town of Coventry, Roger J. Laliberte. This plate is to bear the identification 'Police Chief Emeritus,' along with an appropriate designation number imprinted on it and shall be furnished without additional registration charge for long as Roger J.
