The department shall report to the governor and the general assembly on or before January 1, 2009, with regard to the effectiveness of this act in achieving its purpose, which report shall include, but not be limited to: (1) The reported incidence of prohibited practices by calendar quarter for the period January 1, 2007 through June 30, 2008; (2) The disposition, if any, of the reported incidences of prohibited practices; (3) Findings and recommendations with regard to any improvements, amendments, or changes that should be considered to make the act more effective in achieving its purposes or which may be necessary in order to assure fair availability of credit.
