All revenue of the state of whatever character shall be paid into the hands of the general treasurer and credited to the general funds of the state, except in such cases as the general assembly may by law specifically allocate to a special fund; provided, that any moneys appropriated by law for the establishment of a permanent fund for the support of the public schools, in accordance with the provisions of R.I.
