(a) No personal vehicle shall be utilized to provide TNC services until the TNC operator intending to utilize a personal vehicle to provide such TNC services has first registered the vehicle with the TNC and the owner has been issued by the TNC a transportation network affiliation placard. (b) TNC operators shall be required to display the transportation network affiliation placard in a conspicuous place on the personal vehicle at all times when connected to a TNC’s digital network.
