Fogarty Institute of Rhode Island. The department of behavioral healthcare, developmental disabilities and hospitals is hereby authorized and directed, within the funds currently available or to be made available in the future, to plan for and foster the establishment of a university-affiliated developmental disabilities center which shall be devoted, but not limited, to the education and training of personnel in all fields related to developmental disabilities and to research in developmental disabilities which shall be known as 'The John E.
