The department of labor and training is hereby designated as the administrative entity responsible for administration and management of the board. The department’s one-stop career center system and the local workforce investment boards are the primary deliverers of workforce development services. The department is authorized to act in concert with the governor’s workforce investment act (WIA) liaison in the planning, administration, coordination, and oversight functions of the workforce system assigned to the governor.
