It is hereby found and declared: (a) Rhode Island has experienced an energy cost crisis during 2005 and 2006 and faces the prospect of fluctuating and increasing energy prices in the future. (b) Energy conservation and energy efficiency have enormous, untapped potential for controlling energy costs and mitigating the effects of energy crisis for Rhode Island residents and the Rhode Island economy. (c) Rhode Island has lacked an integrated, comprehensive, public, stakeholder-driven organizational structure to secure for Rhode Island and its people the full benefits of energy efficiency, energy conservation, and energy resources management.
