The commissioner shall report annually, on or before March 1 of each year, to the governor, the president of the senate, and the speaker of the house with regard to the status of energy supplies, markets, and conditions, the effectiveness of energy programs, the activities of the office including the council, and such other matters related to energy as the commissioner or the council may deem appropriate.
