Before adopting or entering any order applicable to any one or more specific persons, the Rhode Island commerce corporation shall give to each of the persons, by registered or certified mail, twenty (20) days’ notice of the time and place of the hearing to be afforded to each of the persons if he, she, or it desires the hearing.
