(a) City or town councils have the authority to create a commission, to be called the interlocal cooperation commission, the purpose of which is to cooperate with other localities on a basis of mutual advantage, and to provide services and facilities in a manner and pursuant to forms of governmental organization that will accord best with geographic, economic, population, and other factors influencing the needs and development of local communities. (b) The commission shall conduct researches into the local governmental functions of its own and local communities. It may recommend to its council or any political subdivision of this state or another state, and to any agency of the state government or of the United States, programs to accomplish its purpose. It shall keep accurate records of its meetings and actions and file an annual report. It has power to appoint, subject to any personnel procurement program ordained by the city or town, any clerks and other employees that it may from time to time require.
