The purpose of this chapter is to establish requirements and standards for initial, biennial, and continuing education programs for members and alternate members of local planning boards or commissions or any combined boards or commissions or zoning boards or any historic district commission performing land planning or zoning functions as authorized pursuant to the general laws.
