As used in this chapter, the following words and terms shall have the following meanings unless the context shall indicate another or different meaning: (1) 'Annexation fee' means a fee levied on the individual water system connections, or accounts, in addition to their normal water consumption and service charges. The annexation fee shall remain in effect until the financial responsibility of annexation is discharged. (2) 'Governing agency' means the public water supply system into which the small public water supply system is being merged or annexed. (3) 'Owner of the facilities' means the holder of title to the water supply system facilities supplying water. (4) 'Public water supply system' means the same as defined in § 46-13-2.
