Neither the members of the authority nor any officer or employee of the authority acting in behalf thereof, while acting within the scope of his authority, are subject to any liability resulting from: (1) the construction, ownership, maintenance, or operation of any project financed with the assistance of the authority; (2) the construction, ownership, maintenance, or operation of any solid waste system, sewerage system, or water system owned by a local government; or (3) carrying out any of the powers given in this chapter.
