(A) All persons elected or appointed under the provisions of this chapter shall receive such compensation as the General Assembly shall determine. (B) Notwithstanding any other law, the Speaker must authorize and allocate any base pay increase, merit pay, or bonus among the staff of the House of Representatives in the manner the Speaker determines after consultation with the Operations and Management Committee and chairmen of the standing committees of the House.
