All licensed accident and health insurers are entitled to: (a) issue and deliver service benefit contracts to provide for prepayment of any health care service and to make payment directly to the provider of the services, in whole or in part, including, but not limited to, professional services, any institutional care, personal services, and supplies; (b) issue and deliver contracts of indemnity or contracts providing for payment of money directly to the insureds or for them for health care services.
