The department shall deny, suspend, or revoke a license on any of the following grounds: (1) failure to establish or maintain proper standards of care and service as prescribed by the department; (2) conduct or practices detrimental to the health or safety of residents or employees of the day program. This item does not apply to healing practices authorized by law; (3) violation of the provisions of this article or regulations promulgated under it.
