As used in this article: (1) 'System' means the South Carolina Head and Spinal Cord Injury Service Delivery System as established in this article; (2) 'State plan' means the plan developed by the State Department of Disabilities and Special Needs pursuant to this article for a comprehensive system of services for persons with head and spinal cord injuries.
