As used in Chapters 1 through 17 of this title, unless the context clearly indicates otherwise: (1) 'Municipality' means a city or town issued a certificate of incorporation, or township created by act of the General Assembly. (2) 'Publicly-owned property' means any federally-owned, state-owned, or county-owned land or water area.
