As used in Sections 5-31-910 to 5-31-940, the following terms shall have the following meanings unless the context clearly indicates otherwise: (a) 'council' shall mean the governing body of any incorporated municipality. (b) 'municipality' shall mean any incorporated municipality under the laws of the State of South Carolina. (c) 'public agency' shall mean any County, Authority, Special Purpose District, or other political subdivision of the State of South Carolina empowered within its service area either to dispose of solid waste or to provide primary, secondary or tertiary sewage treatment.
