As used in this article: (1) The term 'such municipality' refers to and means any city of this State with a population of between thirty-six thousand and fifty-five thousand, according to the last United States Government census. (2) The term 'governing body' means the mayor and city council, the commissioner and commissioners, or either or both as the case may be, or the governing body by whatever name called, of any such city.
