Each manufacturer must maintain a permanent record of all temporary license plates and registration cards either delivered to it, issued by it, or both. In addition, each manufacturer shall maintain a permanent record of any other information pertaining to the receipt or the issuance of temporary license plates and registration cards that the Department of Motor Vehicles may require.
