(A) The commission, as constituted under law in effect before February 18, 2004, by the Governor, is reconstituted to continue in existence with the appointment and qualification of the members as prescribed in this article and with the changes in duties and powers as prescribed in this title. (B) Nothing in this act affects the commission's jurisdiction over matters pending before the commission, on or before February 18, 2004.
