11-14-8. Actions of board--Scope of review.The board of appeals may, in conformity with the provisions of chapter 50-10, reverse or affirm, wholly or partially, or modify, the order, requirement, decision, or determination appealed from and may make such order, requirement, decision, or determination as ought to be made, and to that end shall have all the powers of the administrative agency from which the appeal is taken.
