Any parent or guardian of a student denied a certificate pursuant to §§13-27-6 and 13-27-6.1 who is dissatisfied with the decision of the school board may appeal the matter to the South Dakota Board of Education Standards who shall conduct a hearing pursuant to chapter 1-26.
