Eminent domain power for institutional purposes.The Board of Regents shall have power to condemn private property for public use, to the extent herein provided, when the Legislature has appropriated money for such purpose; and the term 'private property' as used in this section and §13-51-10 shall include that portion of any street or alley along both sides of which the land is owned by the state.
