Travel and moving expenses--Promulgate rules--Prior approval required.The State Board of Finance shall promulgate rules pursuant to chapter 1-26 necessary to implement the provisions of §§3-9-9, 3-9-10, and 3-9-12. The State Board of Finance shall require that a request for a moving allowance, including reimbursement of travel expenses, be submitted to the state auditor for approval or disapproval before a moving allowance is authorized. The board shall designate what classification of officers and employees may or may not be authorized for the moving allowance.
