Deduction of delinquent contributions from payments due from state--Penalty and interest.If any participating unit becomes delinquent thirty or more days by failure or refusal to pay any amounts due to the system, the state treasurer shall, upon certification by the executive director of the delinquency, withhold and deduct the amount of the delinquency, penalty, and interest as specified in §3-12C-403 from the next succeeding payment or payments of any money in the hands of the state treasurer due and payable to the participating unit.
