Grievance procedure adopted in absence of agency action.If no grievance procedure is enacted as provided in §3-18-15.1, the Department of Labor and Regulation shall promulgate rules pursuant to chapter 1-26 to adopt a standard grievance procedure to carry out the provisions of §3-18-15.1.
