Unlicensable persons--Minors under sixteen--Exceptions.The Department of Public Safety may not issue any license under this chapter to any person who is under the age of sixteen years, except that the department may issue a restricted minor's permit, motorcycle restricted minor's permit, instruction permit, or motorcycle instruction permit as provided in §§32-12-11 to 32-12-15, inclusive, 32-12-11.1, and 32-12-12.1, to any person who is at least fourteen years of age.
