Annual or single trip permits by local subdivisions.The local subdivisions of government charged with maintenance of highways in their respective jurisdictions may issue written annual or single trip permits authorizing an applicant to move any kind or form of vehicle or building to any point within their respective jurisdictions upon the highways whose maintenance is under their jurisdiction, despite the fact that the weight or size of the vehicle and load or building exceeds the maximum vehicle and load specifications set forth in this chapter.
