Refusal to grant license or registration due to incompetence or unprofessional or dishonorable conduct.The board may, in compliance with chapter 1-26, refuse to grant a license or registration pursuant to this chapter because of professional incompetence, or unprofessional or dishonorable conduct on the part of the applicant.
