Judgment in action by state as prima facie evidence in later actions.A final judgment or decree determining that a person has violated this chapter in an action brought by the state under §37-1-14.2 or 37-1-14.3, other than a consent judgment or decree entered before any testimony has been taken, is prima facie evidence in any other action against him under §37-1-14.3 as to all matters with respect to which the judgment or decree would be an estoppel between the parties thereto.
