Substandard strength or quality as adulteration--Tolerance allowed.An animal remedy shall be deemed to be adulterated if its composition, purity, strength, or quality falls below or differs from that which it is purported or is represented to possess by its labeling; but, the secretary of agriculture and natural resources shall allow a reasonable tolerance from such representation as is in accordance with good manufacturing practices.
