County parks and bodies of water as public purpose--Acquisition of property, borrowing, expenditure of general funds and issuance of bonds authorized.The acquiring, improving, and maintaining of public parks and the creation and maintaining of bodies of water by counties is declared to be a public purpose. The commissioners of the several counties may acquire for this purpose by gift, purchase, or condemnation, property within their respective counties, as provided in this chapter, and create bodies of water and borrow money to pay the expense for this purpose, subject to the limitation fixed in §41-18-12, out of the general fund or to issue the bonds of the county as provided in §41-18-6.
