45-6D-65. General powers of board.The Board of Minerals and Environment has the following powers, duties, and functions:(1)To administer oaths or affirmations, subpoena witnesses, and compel their attendance at a hearing;(2)To accept gifts, contributions, federal grants-in-aid, or financial aid from any other source for accomplishing plugging and reclamation;(3)To carry out plugging of test holes and reclamation of affected lands.
