5-12-12. Plans and specifications for projects to be undertaken.The Board of Regents and the Bureau of Human Resources and Administration on behalf of the executive branch or other agency of state government shall prepare plans and specifications for, and have supervision over, any project to be undertaken by the Building Authority for their use. The Building Authority may only execute those project contracts which are recommended by the Board of Regents, or the Bureau of Human Resources and Administration on behalf of the executive branch, or other agency of state government. Plans and specifications shall be approved by the lessee provided for under §5-12-13, except as indicated above.
