The design and implementation of the Tennessee Electronic Library shall include the following considerations:(1) Close cooperation among all participating libraries and agencies;(2) Use of related federal, state, local, and private sector expertise and funding as appropriate;(3) A focus on participating library circumstances, opportunities, and solutions;(4) Minimizing duplication of effort and maximizing cost-savings through centralized and coordinated support and purchasing;(5) Emphasis on both statewide benefit as well as local benefit; and(6) Specific goals for the effective and efficient use of technology in public libraries and school libraries to improve the services they provide to the public and to students.Acts 1999, ch. 113, § 1; T.C.A. § 10-1-405.
