The library board has the power to make and enforce rules providing penalties for loss of or injury to library property. Nothing in this chapter shall be construed to prohibit a library board from charging library users a reasonable fine for late-returned library materials and charging for special services including, but not limited to, the loan of equipment and the use of photocopiers.Acts 1963, ch. 370, § 8; T.C.A., § 10-308; Acts 1995, ch. 438, § 1.
