Notwithstanding the authority delegated to the board to implement this part, the authority for issuing licenses, permits, certificates, approvals, registrations, charters, or any other form of permission required by law shall remain with the agency otherwise legally authorized to issue such form of permission.Acts 1989, ch. 541, § 11.
