The commissioner shall develop:(1) The criteria for determining how available funds for grants shall be disbursed to qualifying organizations; and(2) The application and appeals process for issuing the grants.Acts 2005, ch. 484, § 6; 2009, ch. 186, § 44; T.C.A. § 68-1-605.
