The scope of the hearing shall extend to all grounds the petitioner has stated in the petitioner's petition, except those grounds that the court finds should be excluded because they have been waived or previously determined, as defined in § 37-1-312.Acts 1978, ch. 750, § 11; T.C.A., § 37-1711.
