The general assembly, by enacting §§ 39-17-651 - 39-17-658, intends to preempt any other regulation of the area covered by §§ 39-17-651 - 39-17-658 and title 3, chapter 17. No political subdivision or agency may enact or enforce a law, ordinance, resolution, or regulation that regulates or prohibits any conduct in the area covered by §§ 39-17-651 - 39-17-658 and title 3, chapter 17.Acts 2004, ch. 476, § 9.
